काठमाडौं । राष्ट्रपति रामचन्द्र पौडेलले मतदाता नामावली ऐन, २०७३ संशोधन सम्बन्धी अध्यादेश जारी गर्नुभएको छ। यो अध्यादेश लागू भएपछि अब १८ वर्ष पूरा गरेका जेनजेड (Gen Z) पुस्ताका नागरिकले मतदाता नामावलीमा आफ्नो नाम दर्ता गराउन सक्नेछन्।

अध्यादेश जारी गर्नु अघि ऐनका प्रावधानका कारण नयाँ उमेर समूहलाई तत्कालै मतदाता नामावलीमा समावेश गर्न कठिनाइ हुँदै आएको थियो। अध्यादेशले सो अवरोध हटाउँदै निर्वाचन आयोगलाई मतदाता सूची अद्यावधिक गर्ने बाटो खुलेको छ।

निर्वाचन आयोगको तयारी

निर्वाचन आयोगले अध्यादेश लागू भएसँगै छिट्टै नयाँ नामावली संकलन र अद्यावधिक गर्ने तयारी गरेको जनाएको छ। आयोगका अनुसार अब १८ वर्ष पूरा गरेका युवाले आवश्यक कागजात (नागरिकता प्रमाणपत्र) सहित आफ्नो क्षेत्रीय निर्वाचन कार्यालय वा तोकिएको केन्द्रमा गएर नाम दर्ता गराउन सक्नेछन्।

जनताको प्रतिक्रिया

काठमाडौंकी विश्वविद्यालय विद्यार्थी अनुषा भट्टराई भन्छिन्, “हामी जस्तो नयाँ पुस्ताले पनि अब आफ्नो मत प्रयोग गर्न पाउने भएपछि लोकतन्त्र अझै बलियो हुनेमा विश्वास छ।”

बर्दियाका युवा दिलीप चौधरीले भने, “अहिलेसम्म हाम्रो आवाजलाई बेवास्ता गरिएको महसुस हुन्थ्यो। अब भने प्रत्यक्ष रूपमा राजनीतिक प्रक्रियामा सहभागी हुने मौका पाउनु ठूलो उपलब्धि हो।”

विश्लेषण

राजनीतिक विश्लेषकहरूले यो कदमलाई ऐतिहासिक परिवर्तनका रूपमा लिएका छन्। उनीहरूका अनुसार, जेनजेड पुस्ताको सक्रियताले चुनावमा नयाँ ऊर्जा थप्नेछ र नीतिगत बहसमा ताजा दृष्टिकोण ल्याउनेछ। लोकतन्त्रलाई टिकाउ बनाउन नयाँ पुस्ताको सक्रिय सहभागिता अपरिहार्य भएको उनीहरूको तर्क छ।

निष्कर्ष

अध्यादेशसँगै नेपालमा १८ वर्ष पूरा गरेका सबै युवाले आफ्नो नाम मतदाता सूचीमा दर्ता गराएर आगामी निर्वाचनमा प्रत्यक्ष मताधिकार प्रयोग गर्न सक्ने भएका छन्। यसले राजनीतिक प्रणालीमा युवाको सहभागिता सुनिश्चित गर्ने र लोकतान्त्रिक अभ्यासलाई सुदृढ गर्ने अपेक्षा गरिएको छ।
